Backed by an appeals court decision allowing school districts to charge parents for student busing, the Arcadia school board decided Monday to reinstitute a fee-based transportation program for the coming year.
The Policeman on Campus program will be reinstated in the city's three junior high schools. The program has been inactive for two years due to Proposition 13 cutbacks The city will pay the entire cost of the program - approximately $53,000 for the school year.
The School Board suspended all school bus fees for students in the district and discontinued the home-to-school transportation service for the majority of students to make up for the lost revenue.
There will be no summer school in the Arcadia Unified School District due to the passage of Proposition 13 limiting property taxes to 1 percent of the assessed valuation.
The Supreme Court has prohibited school districts from charging home-to-school bus fares. During the 1987-88 school year, approximately 800 students paid $59 a quarter for bus service in Arcadia.

Some teachers began picketing in front of the district offices. At issue were charges of stalling on negotiations and the 1% increase offer by the School Board which the teachers called "an insult." Superintendent Ed Ryan said that if the two unions had been able to get together on their demands the problem might have been resolved by now.
The University of La Verne has agreed to sponsor summer school in Arcadia to take the place of that cut by the passage of Proposition 13. Tuition will be charged.
The California Teachers Association has filed charges with the Public Employees Relations Board against 16 area schools including Monrovia, Arcadia and Duarte. The charges relate to actions taken as a result of Proposition 13.
