A Westfield poll shows four candidates in close contention for three seats in Tuesday's City Council election. The top four contenders are ex-Council members Sheng Chang and Bob Harbicht, current mayor John Wuo, and newcomer Peter Amundson.
Former Mayor Roger Chandler and first-time candidate John S. MacDonnell have joined incumbents Barbara Kuhn, Sheng Chang and Gary Kovacic in pulling papers to run for four open seats at the council elections April 14, 1998.
The candidacy filing period opens Dec. 22 for two seats on the Arcadia City Council and for a newly configured city clerk's position. The terms for Sheng Chang and Mickey Segal will expire.
"Pioneer" Sheng Chang, M.D. endorses Bob Harbicht and Roger Chandler. Chandler and Harbicht are diametrically opposed to the other city council candidates on issues concerning preservation vs. property rights.

There are seven people running for two seats in the April 11 Arcadia City Council election: Sheng Chang, Charles "Chuck" Chivetta, Mary Dougherty, Vincent J. Foley, John S. MacDonnell, Gino Roncelli and Mark "Mickey" Segal.
Six candidates vying for two seats on Arcadia City Council in the April 12 all-mail-in ballot. Current Mayor Gary Kovacic is terming out this year and Councilman Mickey Segal is not seeking re-election. Dr. Sheng Chang has completed his three month term as mayor of Arcadia. For this centennial year, the position of mayor is a under rotation plan approved by the city council. Gary Kovacic will now be mayor for the next three months. Dr. Sheng Chang was honored as Arcadia's first Chinese-American mayor.
