Edward L. Feldhaus Jr., Foothills Junior High School teacher, has been named Arcadia Unified School District's nominee to the Los Angeles County "Teacher of the Year" recognition program.
Arthur Farr, 46, the band and orchestra leader at Dana Junior High School, has been named the Arcadia Unified School District's 1990 Teacher of the Year. Farr has been teaching band and orchestra at Dana for 23 years, as well as coaching the basketball team and teaching physical education. A reduction of 4 or 5 teachers in the Arcadia schools has been proposed as a means of cutting next year's budget. The district hopes to achieve this by attrition.
The School Board has approved the appointment of the district's first group of mentor teachers. The 14 teachers, classroom veterans who lend their expertise to new and less experienced teachers, are named.
Isabelle Stires is retiring after 19 years in the Arcadia Unified School District. This past year Mrs. Stires has been teaching second grade at Camino Grove School. Before that she taught second and third graded at Bonita Park School. She and her husband plan to travel.
Arcadia's Teacher of the Year, Marsha Burkhalter, a sixth grade teacher at Hugo Reid Elementary, is a contender for the 1989 California Teacher of the Year.
Ernie Harrington, principal of Santa Anita Elementary School has retired. He joined the district staff in 1950 as a fourth grade teacher. Santa Anita School will not be opening in the fall.
There appears to be some progress in contract negotiations between the Arcadia Unified School District and the Arcadia Teachers Association. Though officials were reluctant to talk about specifics, fear of a strike by the teachers has been allayed.
The Board of Education has made its "final" offer to the teachers, but contract agreement is still a long way off. The proposed salary schedule for 1981-82 is still under consideration.

The Arcadia Teachers Association has filed charges with the Public Employees Relations Board claiming the Arcadia Unified School District has acted illegally in its dealings with the teachers.
