A 13-year-old girl named Susan Wiley was reportedly a prisoner in her home for all of her life until a social worker discovered the child abuse. Susan's parents Clark Wiley and Irene Wiley were arrested. The family home is at 6722 Golden West Avenue, in a county area of Arcadia. Susan Wiley was living in an environment of total isolation and deprivation and was malnourished. She cannot talk, is deformed, barely able to walk and is not toilet trained. The 50,000 square foot property on the northeast corner of Wheeler and First has been sold for $215,000. The former owners were Robert and Phyllis Walker. The site will be used for the corporate headquarters for HTL Industries and a two story office building to be built by Jeff Jons and Jim Kuhn. Hoy an Kehler's Arcadia Van Lives, presently on the site, will relocate.
About 44 residents of Newcastle, Australia will be here for several days - going to the Rose Parade and the Rose Bowl Game. One of their girls will ride on Arcadia's Rose Parade float. Many civic affairs are planned.
After 2 months of classes, enrollment for Arcadia schools is down 400 from last year at this time. The only enrollment increase has been in grades 4-6.
After months of work, 25 Arcadia Rotarians, Rotaryanns and friends formed a Christmas caravan, carrying more than 350 gifts and better than 800 pounds of food, clothing and shoes to 227 orphans in Tijuana, Mexico.
All-city picnic will be held October 12 to fete the Bicentennial. Music, games, etc. are being planned by the Special Events Committee of the Arcadia Bicentennial Commission.
Almost $3,000,000 was tentatively awarded three foothill cities from the Federal government under the Public Works and Capital Development and Investment Act of 1976, but Arcadia was not included. Arcadia's request for $2,018.400 was denied.

The American Indian will be spotlighted on three floats in this year's Tournament of Roses Parade. Farmers Insurance Group's float will depict an Indian on horseback. Arcadia's float theme is "The First Americans" and the County of Los Angeles' float theme is "The Proud American."
An Arcadia man with a rare neurological condition, David Ireland has authored a book entitled "Letter to an Unborn Child." These reflect compassion and understanding and were written to his child in the event he did not live.
An attorney for the San Gabriel Valley Humane Society has asked the Arcadia City Council to amend the municipal code so as to allow establishment of an animal shelter in Chicago Park.
Annexation by Arcadia of the unincorporated area in the northern part of the city (of which Anoakia is the largest piece) is closer to reality than at anytime in the past.
Anoakia annexation by Arcadia effort underway. Because of a law change, the major landholder can no longer determine an area's status. On January 21, 1975, a petition was presented signed by 33 registered voters in the area around Anoakia.
The Anoakia area has become a part of Arcadia as of August 15, 1975. The approximately 40 acre area has 40 registered voters. This culminates years of effort.

Arcadia, along with other Foothill communities, received allotments from the Southern California Association of Governments for the purpose of building bicycle paths. Arcadia's share amounted to $8884.
Arcadia, along with several other communities in the San Gabriel Valley, face termination of animal control services now rendered by the San Gabriel Valley Humane Society. This agency will discontinue services as of June 30, 1978.
