April 12, 2016 municipal election divides the community. The big issues are mansions (over-building) in Arcadia and Measure A, the repeal of the Utility Users Tax (UUT).
Arcadians: "No" on Measure A, the repeal of Utility Users Tax (UUT) by Joan Schmidt. The utility tax is 12.5% of the city's $54.9 billion General Fund.
Measure A appears to be failing, newcomers likely to join council. Voters on Tuesday shot down Measure A (repeal of Utility Users Tax) and appear to be electing Peter Amundson and April Verlato for Arcadia City Council. Measure A did not pass. 64 percent of votes were cast against the measure, which needed a simple majority to pass. Amundson and Verlato will be sworn in April 26.

Worker rescued after falling 22 feet into underground vault (hole). Firefighters rescued him at Santa Anita Park in Arcadia on Thursday. The man suffered moderate injuries and was taken to Huntington Hospital in Pasadena according to Chen Suen, Deputy Fire Chief for Arcadia Fire Department.
Chen Suen becomes first Asian American fire chief in Arcadia. He takes over from Barry Spriggs who retired November 8, after 29 years of service. Suen is an Arcadia resident. He emigrated from Taiwan. He graduated from Arcadia High School, and attended Loyola Law School, UC Irvine, and Santa Ana College, before spending the last 18 years with Arcadia Fire Department.

Arcadia's election picks up steam. At last Wednesday's candidate forum, Measure A, which could repeal the Utility Users Tax (UUT) and the Saving Arcadia Ballot Initiative (rational development standards on new construction), dominated the questions from the audience at Arcadia Public Library. New app Sound Mind provides music and visual therapy with a focus on meditation and mental health. A veteran Brian Femminella and an Arcadia resident Travis Chen created the app.
The 70th annual Arcadia Festival of Bands set for Saturday, November 18. Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.
Arcadia couple Edward Chen, aka Jianqiao Chen, Jian Qiao Chen, and Jian Chen aka Jing Jiang and Jean Jiang, accused of fraud involving defrauding investors through EB-5 visa schemes. The couple's companies raised more than $22.5 million from 45 Chinese investors, purportedly to build an interior design center in Ontario and a condominium building in Los Angeles. Monrovia man Yi Chen gets 4 years in prison for fraud in a student visa scheme to get Chinese immigrants into the U.S. unlawfully. From June 2015-February 2021, Chen was the CEO and owner of two so-called educational consulting companies in Alhambra and Arcadia that charged foreign students thousands of dollars for "guaranteed" admission to a college that would lead to the issuance of an F-1 student visa.
