Mall buyer a local resident. Wen Shan Chang, 71, of Bradbury, is new proprietor of The Shops at Santa Anita, formerly owned by Westfield. It was sold in August for $537.5 million. The property is at 400 South Baldwin Avenue and is now called The Shops at Santa Anita. Mall is 1.48 million square feet. Chang purchased it from France-based Unibail-Rodamco-Westfield in a sale considered the largest for a mall in the U.S. since 2018. The Arcadia mall site has been thriving through Asian retailers catering to the large Asian community in Arcadia and San Gabriel Valley.

French-based Unibail-Rodamco-Westfield (URW), which has owned and operated the mall since 2007, has been selling off big-name mall properties in Southern California. IKEA Arcadia will open at the mall bringing a smaller version of IKEA with its design studio concept.

Flash-mob robbers target Macy's at The Shops at Santa Anita, the mall in Arcadia. At least 5 people with large bags ransacked a macy's store on Tuesday during a flash-mob robbery. Arcadia Police Department responded to the mall at 400 block of Baldwin Avenue at 1:10 P.M. They stole various boxed sets of perfume, ran, and drove away in a black 4-door sedan.

Arcadia City Council voted unanimously to give the final approval on Rick Caruso's The Shops at Santa Anita mall. The City Council also approved an expansion project for the Westfield mall with one condition.
Opposing forces are preparing for the March 1 City Council meeting. Judge James C. Chalfant stands by his July decision that the environmental impact report (EIR) that Arcadia officials relied upon in approving the mall was faulty in 11 areas and that it would have to be revised before the Caruso mall project, proposed for the Santa Anita Park race track parking lot, known as the Shops at Santa Anita, can move forward.

Rick Caruso has agreed to pay for a revision of the environmental impact report for the Shops at Santa Anita, the proposed mall development on the parking lot of the Santa Anita Park race track. The original environmental impact report cost almost $1 million. The new revision will require new studies and new public meetings and could cost another 6-figure amount.
Months of talks between Westfield Shopping Town Santa Anita and Santa Anita Park race track about building a shopping center seem to have fallen through.
