Gary Kovacic is Arcadia's mayor for the sixth time since 1998. Mayor Pro Tem is Roger Chandler. Mayor Kovacic is in the final year of a second consecutive four-year term. Due to term limits, he will have to step away from Arcadia City Council for at last two years after he concludes his current term as mayor, next April.

The Arcadia City Council has approved a design review process for the upcoming addition to the Santa Anita Park race track. The prospect of an auditorium for Arcadia brightened some-what with the Federal government's decision to pump $2.9 billion for an individual project such as an auditorium. California is entitled to $285 million and Arcadia may seek up to $4.9 million for an individual project such as an auditorium. Council members, normally opposed to such funds, seemed very excited over the prospects.

The City Council voted against a proposed 6-unit development of condominiums on First Avenue. This caused some conflict as applicant Hank Jong had received approval for the project until a second check showed the zoning he was relying on conflicted with the general plan.

Public hearing on Anoakia-area zone change allows citizen input. Hearing is on a Planning Commission resolution recommending approval of a zone change from R-0 30,000 to R-0 30,000 and D for the Anoakia area. This means that residential lots must contain at least 30,000 square feet. The D stands for "design overlay," which gives the property owners' association an opportunity to review architectural plans for development.
Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.

Arcadia Police Chief Bob Guthrie gave a report on crime in the city and has recently uncovered a ring of burglars in the county through the cracking of codes on a captured burglar’s cell phone and has a couple of those criminals in custody.
