A 13-year-old girl named Susan Wiley was reportedly a prisoner in her home for all of her life until a social worker discovered the child abuse. Susan's parents Clark Wiley and Irene Wiley were arrested. The family home is at 6722 Golden West Avenue, in a county area of Arcadia. Susan Wiley was living in an environment of total isolation and deprivation and was malnourished. She cannot talk, is deformed, barely able to walk and is not toilet trained. Arcadia has lost its float theme for 1974 because the designing firm missed the deadline. "The First American" idea has been claimed by Los Angeles County, although Arcadia is still appealing through Supervisor Baxter Ward.
Arcadia High School is instituting two P. E. classes for handicapped youngsters this fall. A survey showed the need, so a program has been worked out which will be titled Adaptive P. E. and is designed to strengthen and condition those students.
Arcadia, Monrovia and Temple City will inaugurate a Tri-Community Juvenile Service Project, which is a Reach Out counseling service with a more in-depth approach. It will be partly financed by Federal revenue sharing funds administered by Los Angeles County.
