The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.
Chantry Flat Road, also known as Santa Anita Canyon Road, will reopen to the public on Wednesday, April 16, despite unfinished repairs. Fire in the Santa Anita Canyon had forced a 6-month closure of the road.
The City Council voted against a proposed 6-unit development of condominiums on First Avenue. This caused some conflict as applicant Hank Jong had received approval for the project until a second check showed the zoning he was relying on conflicted with the general plan.
Grant Chu, son of Mr. and Mrs. Ming R. Chu of Arcadia, received a Bachelor of Science degree in neuroscience from Brown University in Providence, Rhode Island.
Historical information on Baldwin Lake, the four-acre body of water that adjoins the Queen Anne Cottage in the historical section of the Los Angeles County Arboretum, is presented. The history of lake extends from time of the Native Americans (they called their village Aleupkigna), to Elias J. "Lucky" Baldwin's ranch in 1873, to the movies and television shows in which it has appeared. Baldwin Lake played host to movie stars Johnny Weismuller, Bob Hope, Bing Crosby and Dorothy Lamour. Results of the new state test called the CAT-6 (California Achievement Test), which replaces the old SAT-9 test, show that around 70% of the students at each grade level in the Arcadia schools are in the national norm of 50th percentile in reading, and half or more of these students tested at or above the 75th percentile. Each grade level has a breakdown, and comparison with Monrovia students.
Rusnak Motors gets a 6-month extension to its exception from ARA 172, a resolution that prohibits car sales unless new cars are also sold. The Council also acted to amend the central business district ordinance to allow service stations with a conditional use permit.
Virginia Brown recalls memories of early Arcadia having chicken farms everywhere. She has lived in Arcadia since her birth in 1917. Her father Scott Lee came to Arcadia in 1907 to dig water wells. Lee was a graduate of Throop Institute, which became California Institute of Technology. Her mother was Delia Chandler.
