Another homeless village set to open in Baldwin Park. 16-unit tiny home complex will house families in need. It's called Serenity Homes, 13167 Garvey Avenue in Baldwin Park. Senator Susan Rubio, D-West Covina, celebrated the opening with elected officials from all over the San Gabriel Valley, including from Arcadia, Azusa, Glendora, La Puente, Monrovia, San Marino, South Pasadena, Temple City and Mount San Antonio College. It is the second tiny homes village opening in Baldwin Park within a year and serves as a model for how cities can expand homeless services.
Arcadia and Monrovia will be split into two assembly districts in the redistricting plan signed by Governor Gray Davis last week. Under the new plan, the 59th District, currently represented by Assemblyman Dennis Mountjoy, will move 84% of Arcadia and 40% of Monrovia to Assemblywoman Carol Liu's 44th District. The new plan is still being challenged in court. Senate district boundaries were also modified but did not affect Arcadia.

Arcadia Councilman Roger Chandler ridicules Senator Anthony Portantino's support of State Assembly Bill AB 931. The California Police Officers Association (CPOA) also opposes AB 931. The bill concerns the use of force by police officers. The bill would require peace officers to attempt to control an incident by using time, distance, communications, and available resources to de-escalate a situation whenever it is safe and reasonable to do so. Chandler says it is very bad for Arcadia but a dream come true for lawyers.
Arcadia's Maki Hsieh is honored as 22nd District's "Woman of the Year" by Senator Susan Rubio. Hsieh is Executive Director of Arcadia Performing Arts Foundation.
Arcadia Unified School District continues decades-long advocacy for fair funding from the state. A dozen delegates from Arcadia went to Sacramento for the California State Parent-Teacher Association (PTA) Legislation Conference, where they discussed key issues in public education, such as funding for mental health resources and arts programs, continued budget cuts and more. Arcadia High School student delegates Isaac Offstein, Joya Sarkar and Chloe Wong, met with State Senator Susan Rubio (D-49), State Senator Anthony Portantio (D-25) and Assemblyman Mike Fong (AD-49).

At the urging of Temple City mayor Lou Gilbertson, State Senator Richardson has set aside his bill SB 1287. It would have reduced petition requirements from the present 25% to just 10% of the registered voters. They want Governor Brown to appoint an Ad Hoc committee to study the whole picture.

A bill approved by the state Assembly with a 41-21 vote would require the state Integrated Waste Management Board to take into account how the proposed Rodeffer landfill would affect El Monte residents before the board issues permits for the project. It now goes to the state Senate for a vote.
A bill that could generate an estimated $700,000 yearly in additional race track revenue for Arcadia cleared the State Assembly on Thursday and now heads for the Senate. The bill, AB 2780, seeks to authorize Arcadia and other cities to collect up to 1/3 of 1% of the total amount bet at a race track within their boundaries if the city were willing to forego any tax on admissions or parking. Arcadia has never charged a parking tax at Santa Anita Park. Arcadia city officials are neutral at this point, according to City Manager George Watts.
Bob Margett, 78, a 29th District State Senator, who started his public service on Arcadia City Council, and Jack Scott, 21st District State Senator, are leaving their positions.
The California Redistricting Commission released reapportionment maps for the state's congressional and legislative districts that could change the political landscape of the San Gabriel Valley and Whittier areas. In the Assembly, this may mean that a new Asian-heavy district from Monterey Park to Arcadia is created. A final vote is required by August 15.
Candidates for City Council express views on homeless people in Arcadia, recycling, whether they voted in the last election, and whether they are in agreement with voting records of Assemblyman Bob Margett and Senator Richard Mountjoy.
The City Council voted to fund 1/3 of the nearly $700,000 cost for the 1584-foot sound wall from 2nd to 5th Avenues. The state of California, following a 1991 senate measure, will pay the remaining 2/3.
