The Arcadia City Council approved a $57.4 million budget for 1993-94 that includes a new fire station, renovation of the library and revitalizing the downtown area.
The City Council asked Bill Woolard, 50, the City's Planning Director and Employee of the Year in 1993, to resign last month, then rehired him a week later as a temporary consultant.
Deborah Pierce, 29, who was discharged 2 months before the end of her training period with the Arcadia Police Department, has filed a federal complaint with the Equal Employment Opportunities Commission, alleging that she was fired for complaining that officers watched pornographic movies on duty, uttered racial epithets and sexually harassed her.
