After a 13-hour meeting, Arcadia City Council voted unanimously to approve the outdoor mall to be built on the Santa Anita Park race track parking lot, a development known as The Shops at Santa Anita. Opponents may push a referendum and possibly file lawsuits to block the project.
Although the Arcadia Planning Commission voted unanimously to approve The Shops at Santa Anita mall project, oppositon group members felt unfairly represented at Monday's meeting. A continuation meeting took place on Wednesday and 100 people attended. The public will get to comment again on April 11 at the Masonic Center.
Among West Valley districts, the Arcadia Unified School District had the highest percentage of English-proficient students. 64% of the district's English learners scored at the "proficient" level on the English Language Development Test. That compares to 36 percent of English learners statewide who scored proficient on the test.
An activist group called Save the Arcadia Highlands is suing the City of Arcadia over two residential developments that Arcadia City Council approved in February, citing possible violations to "specific provisions of the California Environmental Quality Act (CEQA) and the California Planning and Zoning Law, filed March 12. Anoakia Estates model homes to open for viewing by this spring. The community is made up of 31 luxury homes. Developer is Tom Hover. The homes were constructed on the site of Anoakia, an estate owned by Anita Baldwin, daughter of Arcadia city founder, Elias J. "Lucky" Baldwin, at Foothill Boulevard and Baldwin Avenue. The homes will be 2-stories, and 5,000-6,000 square feet.
Anti-mansionization goes to the ballot. Zoning code issue continues as anti-mansionization group Saving Arcadia (an outgrowth of Save the Arcadia Highlands) takes it to the ballot in April 2018. Arcadia-based J. Foley Enterprises, owner of Clearman's Village shopping center at Huntington Drive and Rosemead Boulevard, has proposed building a Kohl's Department Store and refurbishing the Galley Restaurant (The Boat). Residents have complained to the County Planning Commission about the potential blocked view of the San Gabriel Mountains and increased traffic.
Arcadia City Council approves changes to Zoning Code and General Plan. The goal was to update it and bring it up to current development standards. Certain sections were decided on separately, including the single-family development standards, which were updated in April, while short-term rentals and vacant home registry will be considered later. The code was reorganized and now addresses emerging issues such as shopping carts being used outside retail areas and aims to make sure the high quality of development expected is clearly articulated.

Arcadia city officials will consider changes to its General Plan, a 25-year blueprint for land-use decisions. The new plan aims to revitalize the city's downtown (First Avenue and Huntington Drive) as well as the Live Oak Corridor in the city's southern end. "We're making it easier to develop the downtown and the area around the (future) Gold Line station," said Council Bob Harbicht. If approved, it would allow for mixed-use commercial and residential complexes, commercial square footages could double and the height limit would increase from 40 to 45 feet.
