The Arcadia Redevelopment Agency is apparently making some progress in a project to improve the area around the Rusnak Mercedes-Benz dealership. The project, known as the Morlan Place Center, has been the topic of closed-door discussions with property owners around the Huntington Drive site. The city has extended offers to at least two property owners to move to 620 E. Live Oak, so that Morlan Place Center can be developed.

Assembly bill AB858, also known as the Jerry Ballesteros Act, is now going to the Assembly Appropriations Committee. It is a bill introduced by Assemblywoman Jackie Goldberg (D-Los Angeles), calling for a ban on the use of Native American tribal names, specifically Apaches and Comanches, as school mascots. The Arcadia Board of Education opposes the bill. Arcadia leaders say the use of the name Apaches is a gesture of respect. Arcadia High School has a close relationship with the White Mountain Apache tribe, which supports the use of the name. This year's bill is different, in that last year's bill left a small loophole if the name is used respectfully.

The projects will be pursued by city lobbyist, the Ferguson Group, by Mayor Mickey Segal, and a representative from Sierra Madre, as they try to coordinate lobbying efforts in Washington DC. On the list is a $20 million request jointly with Sierra Madre, for continuing programs to ensure safety of the water supply in case of seismic problems.

The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

City Manager Bill Kelly outlined a $16 million program to finish all public building projects for Arcadia in three years, as part of the city's five-year capital budget. The spending would include a new $6.5 million City Hall, a $1.3 million upgrade to Fire Station 106 on Baldwin Avenue. The city plans to build a new fire station to replace Fire Station 105 on Santa Anita Avenue. A city gym for the civic center property is in planning stages. The city plans to re-roof the community center for $150,000 and to put up 1/2 of the $800,000 cost to make the high school sports field an all-weather facility.

Freeway sound walls promised for Arcadia and Monrovia appear to be still on schedule, according to the Metropolitan Transit Authority (MTA). The sound walls scheduled for construction as early as 2005 run from Michillinda Avenue to Santa Anita Avenue in Arcadia, and from Huntington Drive to California Avenue in Monrovia.
