The salaries of city managers in the area have come under scrutiny following the city of Bell's scandal involving overpaid city officials. Bell's now-ousted city manager Robert Rizzo was earning close to $800,000. Arcadia city manager Don Penman's salary of $214,032 is shown in a chart along with other nearby city managers.

Arcadia city wants ban on single-use plastic bags just 6 months before a statewide referendum goes to California voters. If adopted, it would affect approximately 36 Arcadia businesses and be implemented in two phases. Phase 1 would begin in early June and would apply to grocery stores with $2 million+ in annual sales, such as Vons, Albertsons, 99 Ranch Market. Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.

City clerks often earn six figure salaries. Pasadena has the highest paid clerk in the San Gabriel Valley with an annual salary of $143,006, and 10 cities have clerks that make more than $100,000. The City Clerk is responsible for all city records and for orchestrating city elections. Arcadia's city manager Don Penman said the role of city clerk as chief record keeper is essential and the pay is justified because of the level of responsibility the position demands. Arcadia's city clerk is paid $90,870 per year.

Pension reform is happening with Arcadia city employees. Arcadia City Council approved an ordinance last week whereby police officers and firefighters hired by the city are now required to pay their full employee share, or 9 percent, of their pension costs--an amount previously covered by the city. In addition, tentative agreements are in place with 4 out of 5 employee unions, to have members pay their full share by the next 3 years. Annual increases in employee costs during that period would be offset by equivalent annual raises. Other San Gabriel cities may follow suit.

Parents and children rallied at three Arcadia middle schools, in an effort to prevent the potential layoffs of 105 Arcadia Unified School District (AUSD) teachers and staff, blamed on an anticipated budget shortfall of at least $2 million next school year. Since the campaign started in late January, Arcadia Educational Foundation (AEF) has raised about $225,000, which will be presented to the AUSD. That is enough to save 3 teachers' positions.

Arcadia resident David Arvizu to challenge city on open meeting law. His letter gives city officials 30 days to respond to alleged open meeting law violations before he files a complaint with the D.A. or a lawsuit against the city. He offered two alternatives to litigation: the Council would either set aside the decisions made in closed session on May 5, or make the meeting minutes available to the public. In a closed session May 5, City Council voted to suspend comprehensive updates to the city's residential and commercial zoning codes, postpone the Neighborhood Impacts Committee, and move forward with a citywide historic preservation survey, excluding the Highland Oaks Homeowners Association. City Attorney Stephen Deitsch said officials did not violate the Ralph M. Brown Act when they voted on three "procedural" items in closed session because they were tied to pending litigation against the city.

Experts say city violated Brown Act meeting law. Arcadia City Council made three housing policy decisions in closed session without public input. At the meeting last week, officials voted to shelve a comprehensive update to city's residential and commercial zoning codes, postpone the Neighborhood Impacts Committee, and move forward with a citywide historic preservation survey, sans the Highlands Homeowners Association. Yesterday Arcadia city officials celebrated the groundbreaking of a nearly $12.5 million Gold Line bridge that will be built over Santa Anita Avenue, south of Colorado Boulevard. Starting on or near May 1, the new bridge's construction, which would take 7 months, will cause lane closures on Santa Anita Avenue, disruptions and detours, including not being able to enter In-N-Out Burger from Santa Anita Avenue for 4 months. The bridge is being paid for by a voter-approved bond measure and city transportation funds.

Sierra Madre officials had hoped Arcadia could help through a contract between the cities where one Arcadia officer would help patrol areas of Sierra Madre at night and backup would be available as needed. Arcadia City Council will not consider a temporary moratorium on any stage of residential development because they don't have enough votes (4 are required) to pass the proposed ordinance. A moratorium would have initially been in place for 45 days, with an option to extend it, while the city updates its residential and commercial standards and conducts a historic preservation survey.

Reforms have been instituted at Santa Anita Park, including stricter rules for medications and more thorough examinations, but horse deaths are inevitable in horse racing. Arcadia voters consider extending hotel-room tax in the ballot Measure D. It is meant to close a loophole in a city ordinance on the transient tax. Currently, the city imposes a tax rate of 10% of the rent paid by guests to occupy a room up to 30 consecutive days. If the measure passes by a majority vote, the occupancy tax would be imposed the first 90 days of a stay.

Dick Hale, a Bradbury councilman and CEO of development firm Hale Corporation, is proposing a four-story medical office building on the southern portion of the Santa Anita Park race track parking lot. It would be a joint venture with the race track's owner, The Stronach Group. It would create probably 300 jobs. An application has not been submitted but Arcadia City Council is set to discuss the developer's concept at a 6:00 PM study session on September 25 at City Hall.
