Last month's California Supreme Court decision that eliminates redevelopment agencies may jeopardize the Rusnak Mercedes-Benz dealership's expansion plans. Last year, Arcadia's redevelopment agency acquired the final piece of a two-acre site to sell to owner Paul Rusnak to expand his business to 6 acres. Rusnak is one of the city's top sales tax generators and wants to open a 40,000 square foot showroom on Santa Anita Avenue, just one block from the future Gold Line station downtown.

A proposed land deal will allow Rusnak Mercedes-Benz dealership to expand and Rod's Grill will not have to move. The Arcadia Redevelopment Agency has acquired the Dahlgren lot on Santa Clara Street, the last parcel of a 2-acre site it intends to sell to Rusnak. This sale would enable Rusnak to expand from 4 to 6 acres. A public hearing is scheduled for April 19. In addition to the recently acquired Dahlgren property, the current proposed site also includes the former Church of Arcadia on Morlan Place and a commercial strip along Santa Anita Avenue that contains 16 tenants. The proposed deal guarantees the city would receive at least $800,000 in sales tax a year for the next 10 years.

City of Arcadia has been revising its General Plan and the first public draft was released last week. The General Plan, a 25-year blueprint for how the city could develop was last updated in 1996. The plan addresses the Gold Line station and allows for mixed-use residential and commercial development north of Huntington Drive in the downtown area, and on Live Oak Avenue. The plan must go before the Planning Commission, then the City Council for approval.

The Metro Gold Line Foothill Extension Construction Authority opened bidding yesterday on Phase 2A of the light rail's extension toward Azusa, which would make a stop in Arcadia. The project is estimated to cost more than $450 million with a completion date in 2017. Measure R guarantees full funding for the Gold Line Extension minus a gap of $500,000. With possible help from a private investment, the completion could be moved up to 2013.

Metro Foothill Gold Line crossing gates snarl traffic. Faulty part that was recalled worldwide blamed for malfunctions. There are 14 at-grade crossings throughout the 5 cities along the new extension: Arcadia, Monrovia, Duarte, Irwindale and Azusa (has two stations). Arcadia has only one at-grade crossing, but some cars were stuck at the crossing for 5 minutes or more. Each of the cities is working closely with Foothill Gold Line Construction Authority to synchronize traffic signals with train crossings to improve traffic flow.

Plans to expand Rusnak Mercedes-Benz in Arcadia should move ahead with Rusnak buying four commercial properties from the former Arcadia Redevelopment Agency. Arcadia became the first city earlier this month to have its long-range property management plan approved by the state Department of Finance--something required of former redevelopment or "successor agencies" to dispose of their properties.

The east Pasadena to Azusa/Glendora extension, which opened March 5 is carrying 4000-5000 riders on weekdays and 3800 to 4000 on Saturday and Sunday. 18 percent of the riders from Arcadia Station went to Pasadena. Local transit authorities are preparing to move forward with the Gold Line Foothill Extension to the Azusa-Glendora border and local cities are planning to place residential and commercial developments along the line. Those developments are intended to prepare for future population growth. The first phase of the extension is slated to be completed by 2014, adding new stops in Arcadia, Monrovia, Duarte, Irwindale and Azusa. Some plans near those stops could be scaled back due to the down economy. Arcadia officials are looking to build commercial developments centered on a planned station just east of Santa Anita Avenue. Arcadia's challenge will be land acquisition. Because Arcadia has ordinances limiting the use of eminent domain, Arcadia officials have to rely on negotiating land deals, a difficult process with limited redevelopment funds.
