Voters max out Arcadia sales tax. Huge lead for Measure A pushes levy to 10.25% ceiling set by state. The election was conducted exclusively by mail. The vote was for a .75% sales tax increase to bring the tax from 9.5% to 10.25%. This hike could bring in $8.6 million annually to keep city services, especially public safety, at current levels.

Arcadia voters consider extending hotel-room tax in the ballot Measure D. It is meant to close a loophole in a city ordinance on the transient tax. Currently, the city imposes a tax rate of 10% of the rent paid by guests to occupy a room up to 30 consecutive days. If the measure passes by a majority vote, the occupancy tax would be imposed the first 90 days of a stay.

Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.

A parcel tax in Arcadia appears to pass. Voters appear to have narrowly approved a parcel tax measure that will raise $3.4 million for the Arcadia Unified School District each year for the next five years, according to preliminary results. If the outcome is finalized, property owners would pay $228 per parcel per year in an effort to stave off additional cuts in the classroom. Measure A, which required a two-thirds vote to pass, was approved by 67.61% of those who voted in the district's boundaries. The vote should be finalized tomorrow.

Measure A appears to be failing, newcomers likely to join council. Voters on Tuesday shot down Measure A (repeal of Utility Users Tax) and appear to be electing Peter Amundson and April Verlato for Arcadia City Council. Measure A did not pass. 64 percent of votes were cast against the measure, which needed a simple majority to pass. Amundson and Verlato will be sworn in April 26.

Arcadia certifies city council election victories for John Wuo and Gary A. Kovacic. The results were certified this week after election officials were able to verify and count 661 of the remaining 681 ballots of the April 10 election. There were 105 ballots that had to be disqualified because voters selected more than 2 candidates in the all-mail election. At least some of those were caused by an error in the ballots' Chinese-language instructions that directed voters to select no more than 3 instead of 2 candidates, prompting the city to send out correction notices. Gene Glasco was elected City Clerk. Measure D, the hotel room tax, passed.

If adopted the initiative would create a citywide floor area ratio (FAR) which would set much tighter restrictions on square footage. Arcadia residents may vote again on street lighting fees. Under the new proposal, single family homes on arterial streets would pay about $17 a year, while those not on arterial streets would pay about $27 a year, making the assessments more fair. Voters in 2008 rejected a proposal to fund the lighting and now the city is considering another mail-in vote.

Arcadia city wants ban on single-use plastic bags just 6 months before a statewide referendum goes to California voters. If adopted, it would affect approximately 36 Arcadia businesses and be implemented in two phases. Phase 1 would begin in early June and would apply to grocery stores with $2 million+ in annual sales, such as Vons, Albertsons, 99 Ranch Market. The Metropolitan Transportation Authority (MTA) has voted to fully fund the $690 million Gold Line Foothill Extension, from Pasadena to Azusa, and to complete it by 2014, with money from Measure R. Measure R was approved by voters in the November 2008 election. It created a half-cent county sales tax intended for transportation projects. The MTA has the funding for the first phase of the Gold Line light rail to Azusa. The first phase is an 11-mile extension that includes stops in Arcadia, Monrovia, Duarte, Irwindale and Azusa.

Arcadia City Council has decided to leave in place a city policy that imposes term limits for serving on City Council, restricting residents from running for more than two consecutive council terms. Had council voted to remove the restrictions, local voters would have had a chance to vote on term limits as a local ballot measure. Arcadia's city charter requires council members who have served two consecutive 4-year terms to take a 2-year break before they can run again for another term.

The Metro Gold Line Foothill Extension had a ground breaking ceremony at Newcastle Park in Arcadia, for a project that would extend the line from East Pasadena to Azusa, with stops in Arcadia, Monrovia, Duarte and Irwindale. This phase is fully funded through Measure R, the Los Angeles County half-cent sales tax increase that voters approved to fund transportation projects. Eventually the Gold Line will reach the Inland Empire.

Yesterday Arcadia city officials celebrated the groundbreaking of a nearly $12.5 million Gold Line bridge that will be built over Santa Anita Avenue, south of Colorado Boulevard. Starting on or near May 1, the new bridge's construction, which would take 7 months, will cause lane closures on Santa Anita Avenue, disruptions and detours, including not being able to enter In-N-Out Burger from Santa Anita Avenue for 4 months. The bridge is being paid for by a voter-approved bond measure and city transportation funds.

A proposed land deal will allow Rusnak Mercedes-Benz dealership to expand and Rod's Grill will not have to move. The Arcadia Redevelopment Agency has acquired the Dahlgren lot on Santa Clara Street, the last parcel of a 2-acre site it intends to sell to Rusnak. This sale would enable Rusnak to expand from 4 to 6 acres. A public hearing is scheduled for April 19. In addition to the recently acquired Dahlgren property, the current proposed site also includes the former Church of Arcadia on Morlan Place and a commercial strip along Santa Anita Avenue that contains 16 tenants. The proposed deal guarantees the city would receive at least $800,000 in sales tax a year for the next 10 years.
