More than 11 acres of pristine native oak woodland at the Arcadia/Monrovia border, adjacent to Wilderness Park, are scheduled to be cut down to create a dumping ground for sediment dredge from the Santa Anita Dam, in a Los Angeles County Public Works project. The dam gets cleared out every 20 years or so. About 500,000 cubic yards of dirt and debris clogging the dam will be removed. Glen Owens, a founder of the Big Santa Anita Historical Society and a Monrovia planning commissioner, said the dirt shouldn't be dumped in one of only two native woodlands left in the San Gabriel Valley. Arcadia Councilman Bob Harbicht wants to hold a meeting with the city and county public works officials to clarify plans for the dirt dispersal.

Bulldozers finished demolishing the 11 acres of oak tree woodlands in Arcadia, at the Los Angeles County Santa Anita Dam Sediment Placement Site yesterday. Four environmental activists, called "tree-sitters," were booked on trespassing and obstruction, then were later released. Los Angeles County Public Works said demolishing the 179 trees to make room for sediment dredged from nearby dams is a flood control effort necessary to ensure public safety. The bitter debate continues. Activists claim the project was not transparent to the public and media.

The Los Angeles County Public Library will replace the current branch in unincorporated Arcadia (4153 East Live Oak Avenue) sometime in 2017 at a new site at 22 West Live Oak Boulevard. A Los Angeles County report showed that life expectancy in Los Angeles County reached 80.3 years, an all-time high, according to the county Department of Health Services. Arcadia, East San Gabriel, Walnut and Rowland Heights had some of the highest life expectancy rates in the county. Arcadia's life expectancy is 84.7 years. Females of Asian-Pacific Islander descent have the highest life expectancy in the county and all four of the SGV communities with the highest life expectancy rates also have high populations of residents of Asian Pacific Islander descent. In general, the report found that people in affluent communities tend to live longer while residents of poorer cities in more urban parts of the county had some of the lowest life expectancy rates.

Gold Line bridge work to cause more closures. The construction remains on schedule and will require as many as 20 late-night full eastbound lane closures in the next two months. The final abutment, or end of the bridge, will be poured next week. The full lane closures generally occur from midnight to 5:00 AM, during which traffic will be detoured off the 210 Freeway at Baldwin Avenue and routed along Foothill Boulevard to Santa Anita Avenue.

210 Freeway sound wall is finished. The Metro project, which started in 2009, consists of 2 miles of sound walls along westbound and eastbound lanes of the 210 Freeway between Santa Anita Avenue and California Avenue in Arcadia and Monrovia, paid with Measure R funds. The sound walls provide at least 5 decibels of noise reduction. A ribbon cutting ceremony was held. Several Arcadia residents near Victory Chapel on N. First Avenue, where the sound wall ends, are disappointed the barrier doesn't extend farther west.

The abandoned rail bridge over Colorado Boulevard in Arcadia will be removed because it could not accommodate the two-track light rail system and the Gold Line Construction Authority determined it was more efficient and cost effective to remove the structure than to widen it or add a second structure directly adjacent to the ole one. Bridge demolition was the first significant construction effort for Foothill Transit Constructors (FTC) and the alignment project. The Construction Authority will have three open houses in the next two weeks to update the community.

Environmental activists plan to block work crews from clearing 179 oak and sycamore trees, north of Arcadia. Bob Spencer, spokesman for the Los Angeles County Department of Public Works, confirmed that construction would begin this morning to clear the 11 acres of trees, to make room for an estimated 500 cubic yards of sediment from Santa Anita Dam, as well as debris from seven other area catch basins. Spencer said, "The purpose behind this project is public safety; the damn built in 1927 does not meet seismic standards. Arcadia city manager Don Penman hopes that the several hundred thousand cubic yards of extra capacity is not an invitation for frequent trucking from other basins.

Clean-up crews are collecting wind debris. Tom Tate, Director of Public Works for Arcadia, said that "on December 10, we started a systematic clean-up of the city, starting with city crews and contractors, one on the north end, one on the south end. We plan to move through the city, street by street, and hopefully meet in the middle." Tate said his crews have moved about 5,000 tons of debris off the streets since the windstorm hit on November 30-December 1, and estimates they are at least a quarter of the way done. Arcadia Public Works is trying to keep residents updated with Twitter and their website, as well as media releases, on their progress. Tate hopes to conclude the clean-up before Christmas.

Arcadia City Council delays vote on Arcadia Highlands home building projects. Council will address the matter again on February 3, to allow for more time to vet newly received petitions from area residents and a detailed letter from an attorney representing a leading opponent of the developments, that the City received last week. Santa Anita Canyon Road, aka Chantry Flat Road, has been jointly owned by Arcadia, Sierra Madre, Monrovia, and Los Angeles County for years. The 3-mile mountain road that leads to the Angeles National Forest will be turned over to Los Angeles County if the cities pay to fix it up. Arcadia and Sierra Madre have completed their repairs and are waiting for Monrovia to start a roughly $500,000 project.

Secrecy by school districts blasted. Board of Education members Mike Spencer of West Covina Unified and Ramon Miramontes of Pasadena Unified each called for more transparency from their staffs on the issue of teacher misconduct. Pasadena Star News sent Public Records Act requests to 28 school districts in San Gabriel Valley requesting information on teacher misconduct. While two districts--Arcadia Unified School District and Bonita Unified--have now released information, 26 others have cited employee privacy concerns as a reason to keep their records private.
