Measure A appears to be failing, newcomers likely to join council. Voters on Tuesday shot down Measure A (repeal of Utility Users Tax) and appear to be electing Peter Amundson and April Verlato for Arcadia City Council. Measure A did not pass. 64 percent of votes were cast against the measure, which needed a simple majority to pass. Amundson and Verlato will be sworn in April 26.

Arcadia seeks to extend the right to collect cell phone usage tax. Officials plan to hold a special election in May or June in 2009 for a ballot measure. If communicated to voters correctly, it should pass, because it would not raise the tax but protect the city's revenues. At stake is about $1 million in yearly revenue. To do that, voters must allow the city to legally redefine what a telecommunications tax is. Arcadia voters consider extending hotel-room tax in the ballot Measure D. It is meant to close a loophole in a city ordinance on the transient tax. Currently, the city imposes a tax rate of 10% of the rent paid by guests to occupy a room up to 30 consecutive days. If the measure passes by a majority vote, the occupancy tax would be imposed the first 90 days of a stay.

A parcel tax in Arcadia appears to pass. Voters appear to have narrowly approved a parcel tax measure that will raise $3.4 million for the Arcadia Unified School District each year for the next five years, according to preliminary results. If the outcome is finalized, property owners would pay $228 per parcel per year in an effort to stave off additional cuts in the classroom. Measure A, which required a two-thirds vote to pass, was approved by 67.61% of those who voted in the district's boundaries. The vote should be finalized tomorrow.

Santa Anita Avenue carries 33,000 cars a day. If a train bridge is not built, the road will be blocked about every five minutes during rush hour. Measure A would allocate $8 million to build a Gold Line train bridge for the Gold Line extension. The bond measure would cost property taxpayers about $7 per year for every $100,000 of assessed valuation. Although the bond measure has many vocal supporters, this city has traditionally resisted new taxes.

Yesterday Arcadia city officials celebrated the groundbreaking of a nearly $12.5 million Gold Line bridge that will be built over Santa Anita Avenue, south of Colorado Boulevard. Starting on or near May 1, the new bridge's construction, which would take 7 months, will cause lane closures on Santa Anita Avenue, disruptions and detours, including not being able to enter In-N-Out Burger from Santa Anita Avenue for 4 months. The bridge is being paid for by a voter-approved bond measure and city transportation funds.

Arcadia's largest individual sales tax producer, Rusnak Mercedes Benz, announced it wants to move out of Arcadia. It would mean an estimated loss of $800,000 to the City. Having faced expansion roadblocks, Rusnak says the City hasn't been able to deliver the acreage and properties as promised. The announcement came as a shock to City Manager Bill Kelly who knew nothing about it.
