The developer of Monrovia's Huntington Oaks shopping center now has an exclusive right to negotiate with the Arcadia Redevelopment Agency to construct a $17.3 million office and restaurant complex on the south side of Huntington Drive between the railroad tracks and the east boundary of the city.
Arcadia's City Council has given the final go-ahead to Stanley Gribble and Associates on the retail-office-restaurant center planned for the south side of Huntington Drive in East Arcadia.
Arcadia city staff is preparing an Exclusive Right to Negotiate with Emkay Development Co. to build a 7-story hotel, restaurant, and 3 office buildings north of Huntington Dr. in East Arcadia.
Prior to signing an exclusive "right to negotiate" with the city, Beck and Associates, developers of the proposed Target Department Store are asking the city to contact business and property owners to determine if they want to be participants in the project.
Arcadia City Council members decided to wait a month before signing an "exclusive right to negotiate agreement" for the development of city-owned property at 620 East Live Oak Avenue, site of the Par Three Golf Course.
The office building proposed for the grass park at the northwest corner of Huntington Drive and 1st Avenue may not be built. The Arcadia City Council let lapse the contract guaranteeing an exclusive right to negotiate between the city & the developer, Sam Falzone.

The general plan will be reviewed by the Planning Commission. The "central area" will be the focus of study. This area runs from the 210 Foothill freeway on the north to Duarte Road on the south and from the east city boundary to Santa Anita Avenue. It also includes the commercial section west of Santa Anita Avenue and north of Huntington Drive.

Construction of a $21 million Target Department Store in Arcadia's redevelopment area became a distinct possibility when the City Council unanimously agreed to sign an exclusive "right to negotiate" agreement with the development firm of Dean Beck and Associates.

The Arcadia City Council, acting as the Arcadia Redevelopment Agency, has agreed to have the Republic Development Company propose a commercial development at the east entrance to Arcadia, on Huntington Drive.

Arcadia Redevelopment Agency members briefly considered four possible developments on the south side of Huntington Drive in east Arcadia, then discussed whether to increase the size of the development area to include the city yards just south of the current project area.
Plans for a series of office buildings and a high-rise hotel in the Arcadia redevelopment area require general plan and zone changes. The first move is an environmental impact report for the area bounded by the 210 Freeway on the north, the railroad tracks on the south, Fifth Avenue on the east and Second Avenue on the west.
A study by the Department of Public Works suggested that the city yards (currently located south of Huntington Drive between 3rd and 5th Avenues) should be split up and moved to the south side of La Porte Street between 1st and 2nd Avenues.
The Target Department Store and shopping center will not be coming to Arcadia. The contract that gave Beck & Associates the exclusive rights to negotiate with Arcadia expired without agreement January 9, despite a final revision of the plans designed to make them acceptable to the Arcadia Redevelopment Agency.

The Arcadia Redevelopment Agency approved the purchase of $1.2 million in land owned by the Atchison, Topeka, and Santa Fe Railway Co. at 21 North 2nd Avenue to be used as part of the Northwest Corner Project of commercial development.
