Advocates and opponents of a proposed Target Department Store are having their arguments for what should be a lively discussion before the Arcadia Redevelopment Agency on December 4. The most controversial aspect of the proposed project is that, if approved, the city would buy property in the development area for $16-18 a square foot and resell it to the developer, Beech and Associates, as $12 a square foot.

H&M, the Swedish chain store, had its grand opening in Old Pasadena. Later in November, a 17,000 square foot H&M will open in Arcadia's Westfield Shoppingtown Santa Anita.
Margaret Pappas, who runs the Back on the Rack consignment shop at 118 South First Ave., says the store is "99.95% women's clothing" that "must be impeccable." Items not sold in 90 days either go back to the customer or are donated to charity.

Arcadia Planning Commission denies 2236 Hollis Lane project, citing the applicant's lack of effort in finding a middle ground between the developers and the neighbors that oppose it. The applicant Marvin Fong aims to replace a 624 square-foot home with a 2500 square-foot home. Many Arcadians are concerned with "oversized" homes.
Vons Market, which operates 328 grocery stores in Southern California, has moved its corporate headquarters from El Monte to Michillinda Avenue, between Sunset Boulevard and Huntington Drive. The 240,000 square foot building, a former May Co. store that closed in January 1989, will house 950 Vons employees.
Construction has started on the expansion of the Westfield Shoppingtown Santa Anita. There will be two parking structures to replace current surface parking, 104,400 square feet of retail space, 18,400 square feet of restaurants, a 7,800 square foot food court, 45,000 square feet of specialty stores, 54,300 square feet of movie theaters, and a 5,400 square foot auto center. The tenant list includes an AMC theater, Borders bookstore, and a Sports Chalet. The expansion is scheduled to be completed September 2004. City manager Bill Kelly said Arcadia will proceed to expand Fire Station 105 to serve as the new fire department headquarters and will rebuild Station 106. The city is considering building a new City Hall and youth center from city revenues from Santa Anita Park. The new police station, the first city facility partly financed through bonds, will be open this fall. A $1/2 million project to remodel City Council Chambers is finally complete, with the opening of the council conference room.
Arcadia City Council postpones decision on 1217 Mayflower Avenue home construction project. Scott Yang of Figure 8 Group Inc. seeks to replace a one-story 988 square foot ranch style house built in 1923 with a 5046 square foot home in the "modern" architectural style. In June, Planning Commission denied Yang's project.
Work scheduled to begin shortly on new 1,200 square foot banquet room at the Derby Restaurant, 233 East Huntington Drive, in the Arcadia redevelopment area.
The 50,000 square foot property on the northeast corner of Wheeler and First has been sold for $215,000. The former owners were Robert and Phyllis Walker. The site will be used for the corporate headquarters for HTL Industries and a two story office building to be built by Jeff Jons and Jim Kuhn. Hoy an Kehler's Arcadia Van Lives, presently on the site, will relocate.
